The revised ADIP Scheme (2024) strengthens the Government of India’s commitment to making assistive technology and rehabilitation support more accessible, affordable, and inclusive for Persons with Disabilities (PwDs). The scheme aims to provide durable, modern, and scientifically manufactured aids and assistive devices that support the physical, social, educational, and economic empowerment of PwDs, especially those from low-income backgrounds who are otherwise unable to afford such support.
The revised guidelines introduce several important improvements to make the scheme more user-friendly and inclusive. Financial assistance limits have been enhanced, eligibility norms have been expanded, and procedures have been simplified to improve access. The scheme now promotes convergence with Corporate Social Responsibility (CSR) initiatives, MP/MLA funds, State Government schemes, Panchayat and Municipal Corporation funds, Mineral Funds, and other sources to support better-quality and high-end assistive devices for beneficiaries.
Under the scheme, eligible beneficiaries include Indian citizens of any age with at least 40% disability and a valid UDID card or enrollment number, subject to income criteria. The revised provisions also expand support for children with developmental disabilities and students covered under the ADIP-SSA component, including those in special schools, home schooling, or without formal disability certification in specific cases.
The scheme covers a wide range of assistive devices and rehabilitation support, including prosthetics, orthotics, wheelchairs, hearing aids, learning materials, smart devices, motorized tricycles, motorized wheelchairs, and high-end prostheses. It also includes support for corrective surgeries and cochlear implants, along with post-operative therapy, rehabilitation, travel, boarding, and lodging assistance for eligible beneficiaries.
To improve accessibility and transparency, the scheme introduces digital mechanisms such as the ARJUN Portal and a dedicated mobile app, allowing PwDs to register requests for new assistive devices or repairs online. Implementing agencies are required to upload beneficiary data digitally, ensuring transparency, accountability, and reduced duplication. Distribution of aids and appliances is carried out through camps, institutional headquarters, and digital requests, with special focus on underserved and inaccessible regions.
The implementation framework also emphasizes quality assurance, professional assessment, post-fitment care, outreach, and monitoring through accredited institutions such as ALIMCO, National Institutes, CRCs, DDRCs, hospitals, NGOs, and local bodies. Additional provisions ensure representation of women, SC/ST/OBC beneficiaries, and improved awareness generation through camps and local outreach activities. Overall, the revised ADIP Scheme represents a major step toward strengthening assistive technology access, rehabilitation services, and independent living opportunities for Persons with Disabilities across India.
Objective: The objective of the Scheme is to provide durable, modern and scientifically manufactured aids and assistive devices to PwDs for promoting their physical, social and psychological rehabilitation, thereby reducing the effects of disabilities and enhancing their educational and economic potential. The aids and assistive devices supplied under the Scheme must have due certification.
ELIGIBILITY OF THE BENEFICIARIES
i. An Indian citizen of any age.
ii. Holding a UDID card issued by the Ministry or enrollment number of UDID card alongwith Disability Certificate with atleast 40% disability.
iii. Aadhaar number or enrollment Id of Aadhaar Card alongwith other documents as specified by the Department vide notification issued u/s 7 of Aadhaar Act, 2016 is required.
iv. Having monthly income of individual from all sources not exceeding Rs.30,000/- per month.
v. In case of dependents, the income of parents/guardians not exceeding Rs. 30,000/- per month.
vi. Not having received assistance during the last 3 years for the same purpose from any source. However, for children below 18 years of age, the minimum time of assistance is one year for customized items like fitments of Orthosis / Prosthesis, Learning Material etc. (Except Motorized Tricycle/ Motorized Wheelchair and Smart Phone once in a five year).
